HandsOff Capacity Strengthening Workshop using PEMRL Model

On the 15th–16th of May 2025, at least four Country Networks implementing the HandsOff project participated in a two-day capacity-strengthening workshop facilitated by the INERELA+ Secretariat Monitoring and Evaluation Advisor. The workshop was part of HandsOff activities to be implemented in 2025, and the workshop intended to train and share knowledge with Country Networks on how to conduct Participatory Monitoring, Evaluation, Review, and Learning (PEMRL). Country Networks were exposed to the use of a PEMRL model, which is a tool that field officers can use to evaluate the project, implementation, processes, functional units, and any other factors that directly affect the project. On the first day, the facilitator spent the day explaining the process of the PERML Model and its implementation. Country Networks had the chance to ask, and critique functions of the model, its design, and how it fits in projects that have different scopes, activities, and outcomes. The first day ended with Country Networks recommending a revised and customised PEMRL model, which was initially applied to complex projects. A miniature exercise was designed to test the Country Networks ‘ extent of their knowledge of the application of the model, and each Country Network was tasked to make a presentation of a completed model of project reflections, complexities, remedies, best practices, and the lessons learnt. Presentations were done on the second day, and the team was given the chance to critique the findings of each model completed and raise suggestions, especially on the best practices and lessons learnt for each complexity listed. Country Networks pledged to use the model in the daily project management work as they realised after the training that the model could synchronise all project management facets, improving speed and efficient project management decision-making. Given the positive response to the model by HandsOff Country Networks, the MEL Advisor intends to introduce it during the INERELA+ Learning Forum to benefit all the Country Networks.
